ABOUT US

Greenup County Public Safety consist of our award winning Enhanced 911 Center, Award winning Emergency Management Office along with our mapping & addressing division. The 911 center is staffed 24 hours a day with an  average of three staff members on duty at all times. We cover all of Greenup County (354 square miles) including the cities of BellefonteFlatwoods, Greenup, Raceland, Russell, South Shore, Worthington, and Wurtland. We offer enhanced 911 service along with phase II cell service. Our GIS / Mapping department is located in our Greenup complex. In order to receive an address when building a new structure we must GPS your location to provide you with the correct address. Please contact us with any mapping and GIS questions. Greenup County Pubic Safety also offers a mobile command truck and drone service that's available 24/7/365 to agencies in Greenup and surrounding counties.

Along with being proud partners with the National Center for Missing and Exploited Children, we offer our own in-house program called S.A.F.E.R. for individuals with cognitive and physical limitations. We also offer 311 phone service to all landline users for non-emergency calls to the center with the exception of those locations with Ashland prefixes in Greenup County. You no longer have to remember a 7 digit number, dial 311 for non-emergencies & 911 for emergencies. Buford Hurley II, ENP

PUBLIC SAFETY DIRECTOR

Director Hurley has been in emergency services since the age of 15. He received a bachelor's degree in Fire Science and is a Kentucky Certified Fire Instructor. He served as the KY APCO President, KENA VIce President, and represents the Kentucky League of Cities on the Kentucky 911 Services Board. He joined Greenup County E-911 as the director in 2010. Since then the 911 center has become one of the most technologically advanced centers in the Tri-State area. Greenup County 911 was the first 911 center in the Tri-State and second in the Commonwealth of Kentucky to offer text to and from 911 more than 7 years ago. Greenup County 911 was one of the first agencies in Kentucky to have full access to school cameras when needed for emergencies. Director Hurley also represents Kentucky 911 associations during Kentucky Legislative sessions.He received awards for the Kentucky 911 Director of the Year, KENA APCO Presidents' Award, and inducted into the Kentucky 911 Hall of Fame. Director Hurley is a Kentucky Certified 911 Telecommunicator and earned the prestigious Emergency Number Professional (ENP) certification from the National 911 Emergency Number Association.

Garth Wireman, CKEM, CMCP

EM DIRECTOR 

 

EM Director and Deputy Public Safety Director WIreman started with Greenup County E-911 right out of high school. Director Wireman worked his way up to the position he currently holds and is full steam ahead. He served as the KY APCO President and chairman of the Kentucky Emergency Services Conference (KESC) board. He recently completed a national 911 certification known as the Center Managers Certification Program (CMCP.) He also completed the emergency managers certification in  Kentucky known as the Certified Kentucky Emergency Managers program (CKEM) in 2024. Director WIreman is a Kentucky Certified Telecommunicator, and Kentucky Certified Training Officer (CTO.) He also serves as the LEPC Chair and Chief of the Load Volunteer FD. Under his guidance the Emergency Management Office has seen significant growth both in equipment and training. Director WIreman received awards for the Kentucky 911 Deputy Director of the Year and the Most Improved Emergency Management Program in Kentucky

Jennifer Hicks, CMCP

911 (PSAP) MANAGER

Jennifer Hicks became the 911 PSAP Manager in 2024. She started with the 911 center in 2016 and is a Kentucky Certified Telecommunicator. Jennifer is also a Kentucky Certified Training Officer (CTO.) In 2025 she completed a national 911 certification known as the Center Managers Certification Program (CMCP.) She is also a member of the Kentucky Telecommunicators Emergency Response Team (TERT.) Jennifer is active with the TERT team serving as a regional coordinator and also active in both KENA and APCO.

Paul Wright

GIS MAPPING COORDINATOR

 

Paul Wright is the GIS Coordinator for Greenup County, Kentucky, and a certified Emergency Telecommunicator. He began his career with the Greenup County Public Safety Center in 2022 as a Telecommunicator. In August 2024, Paul was transferred from the dispatch center to his new role as GIS Coordinator. In this role, he oversees the assignment of E911 addresses for new business and residential properties in compliance with current NENA standards. Paul also works closely with partner agencies and software providers to update and maintain the mapping systems used by the Public Safety Center and other government offices.

Beyond GIS responsibilities, Paul plays a key role in the upkeep of the technology systems at the Public Safety Center, serves as a fill-in Telecommunicator when needed, and supports the Office of Emergency Management through drone operations and the emergency deployment of the Mobile Command Center.

Currently, Paul is spearheading upgrades to Greenup County Public Safety’s Mobile Command Center with state-of-the-art technology, while collaborating with the Commonwealth of Kentucky on the implementation of NG911.

Outside of work, Paul enjoys spending time with family and continues a 24-year commitment as a volunteer firefighter, reflecting a lifelong dedication to public safety and community service.
